WREGIS Green Tag Reporting

I am working on green tag reporting for developers of renewable projects that sell their electric production to the utility that maintains the load control area in which the project is located but that want to 'strip' their green tag and sell it on the open market. With the exception of BPA and the Cal ISO, the investor-owned utilities in the WECC are refusing to provide reporting sevices for these projects.
