I am working on green tag reporting for developers of renewable projects that sell their electric production to the utility that maintains the load control area in which the project is located but that want to 'strip' their green tag and sell it on the open market. With the exception of BPA and the Cal ISO, the investor-owned utilities in the WECC are refusing to provide reporting sevices for these projects. The Oregon PUC has opened a docket UM-1394 to investigate this issue. Idaho Power appears to be poised to offer the service both in Oregon and Idaho. Northwestern Energy in Montana is also moving in that direction. This is an important issue for the marketability of green tags independent of the physical delilvery of the power.
